ABOUT THE EVENT

TIAH will be organising an Africa-wide workshop on innovation policy experimentation to be held on 1 March 2024 at the Johannesburg Business School (JBS), University of Johannesburg, South Africa. The workshop, which is based on the Transformative Innovation Policy Consortium (TIPC) approach, will involve participants from Botswana, Kenya, Malawi and South Africa.

The Transformative Innovation Policy approach has gained increasing interest among policymakers and researchers considering the challenges of operationalising the SDGs. Core to TIP is experimentation.

In this one-day workshop, we delve into the details of policy experiments using the Transformative Innovation Policy Consortium (TIPC) methods. Building on TIPC experience, we discuss aspects of policy experimentation that include selection, design, implementation, evaluation and learning. We also cover the methods for developing a Theory of Change (ToC) in the TIPC approach, especially with respect to the use of Transformative Outcomes (TOs) and formative evaluation for helping to steer policy interventions and strategies that can help achieve systems change.

Morning

Break

  • 11.15 – 12.15: Discuss expected challenges and open questions for implementing TIP approach in African countries, in 2 groups.

Afternoon

  • 13.15 – 13.45 Introduction to tool for selection, design and implementation of policy experiments for a number of countries/agencies (SA, Malawi, Botswana, Kenya)
  • 13.45 – 14.30. Round 1 Group work on selection of possible experiment for 2 countries.

Break

  • 14.30 – 15.15. Round 2 Group work on selection of possible experiment for 2 countries
  • 15.15 – 16.00 Reporting and general conclusion
  • 16.00 – 16.30 Next steps (start & contracting of experiments, options for pooling and working together across country contexts, role of TIPC and TIAH
