The Dutch Climate Research Initiative (KIN) and a project team of Mozambican experts brought together around 50 participants in Maputo for an agenda-building workshop focused on just water management in the context of climate change.
From transition analysis to collective agenda-setting
The workshop formed part of KIN’s Just Water Transitions Mozambique programme. Since late 2025, a diverse project team of Mozambican experts has been conducting a joint ‘deep dive’ into the country’s water system. The work explores existing systems and path dependencies, as well as the structural barriers and enablers that can block or accelerate progress towards just water governance in a changing climate.
This analysis shapes a transition narrative: a collectively created storyline describing the current social, political and economic (elements of the) water system, alongside potential pathways and examples for working towards a different future. The process is intended not only as an analytical exercise, but also as a collaborative learning process that supports agenda-setting for action.
The Maputo workshop marked the next step in this process. Participants from policy, planning, civil society, business, the arts and academia were invited to:
- Discuss and validate the transition narrative developed by the Mozambican project team;
- Connect its findings with their own knowledge and experiences; and
- Co-create a knowledge-in-action agenda, setting out possible knowledge-based interventions, directions and actions for change.
Rather than being designed as a listening session, the workshop used an intensive, co-creative format to bring different disciplines and perspectives into the discussion. Coming to action and research in a new way – in co-creation – and building a collective movement towards a common goal, was the aim of the workshop. Chux Daniels, Director of the Transformative Innovation Africa Hub, was invited to participate in the workshop representing the TIPC network.
Moving towards action-oriented knowledge projects
The knowledge-in-action agenda developed through the process will provide the basis for the next phase of Just Water Transitions Mozambique. This phase will focus on action-oriented knowledge projects and is expected to begin in late 2026.
