Shared Agendas is an exploratory project running from October-November 2020. A TIPC team from Ingenio will lead a series of workshops aiming to implement transformative shared agendas into the framework of RIS3CAT 2021-2027.
The main objective of the workshop cycle, attended by representatives of four different Catalan territorial entities: Terres de Lleida, Bages, B-30 and Sant Boi de Llobregat, is to reflect and work with these entities to identify how their action portfolios contribute to the objectives of the shared agendas of their territory, how to increase their impact and how to measure it. The lessons learned from this cycle of workshops allow us to develop a methodology for implementing transformative shared agendas within the framework of RIS3CAT.
It is a living methodology that is built and adapted from the learning of the entities and the territories that apply it. It is not a prescriptive methodology, but rather a guide to lead the process towards more sustainable, inclusive and fairer territorial development projects. The shared agendas are inspired by the theoretical framework of the transformative innovation policy of TIPC.
The methodology used is formative evaluation based on a theory of change that relates the portfolio of actions of the entities and the transformative changes that they seek to bring about in the territory (“transformative outcomes”). A secondary objective of the workshop cycle is to learn about and test the TIPC methodology in order to adapt it to the needs of the shared agendas promoted in Catalonia.
