This Open Learning Event has taken place on the 7 November 2023. You can now watch back the recording below. 

This is an Open Learning Series event and will bring together researchers, funders, policy practitioners, consultants and other agents of transition for practical insights, shared learning and enquiry. We welcome diverse perspectives from people working on transformative change around the world. Sessions will normally include a short networking component to help participants meet one another, so please ensure you can participate fully, with cameras on if possible. This event will be delivered in English.

In this session, we will hear about work between TIPC researchers, the Government of Catalonia and other locals stakeholders to support the development of a framework for ‘Shared Agendas’ that addresses complex societal challenges, promotes sustainability, and fosters inclusivity, encouraging innovation that leads to system change.

Shared Agendas in Catalonia

Shared Agendas are conceptually inspired by the literature and practice of Transformative Innovation Policy, as well as by Systems Thinking.

They facilitate collective action through participatory approaches that include actors traditionally neglected in research, innovation, public policy design and implementation. They aim to develop alternatives to unsustainable dominant practices by generating changes in beliefs, values, behaviours, and ways of understanding and engaging with the local environment.

The initial development of the Shared Agendas approach was carried out within the framework of the Research and Innovation Strategy for the Smart Specialisation of Catalonia (RISCAT) 2014-2020. Through a process of 形成性评价 TIPC researchers collaborated on the following pilots:

  • Shared Agenda for Terres de Lleida, Pirineu i Aran in the field of bioeconomy
  • Shared Agenda for Bages in the field of health
  • Shared Agenda for the Universitat Autònoma de Barcelona in the field of university transformation

Session details

Led by Míriam Acebillo-Baqué 和 亚历杭德拉·博尼 from INGENIO (Joint Research Centre of the Spanish National Research Council and the Polytechnic University of Valencia), we will learn about:

  • practical examples of Shared Agendas in Catalonia;
  • how ecosystem-based missions can promote alternatives to dominant practices, and help us be more aligned with the SDGs; and
  • how Transformative Innovation Policy concepts, tools and methods have been used to strengthen, implement and evaluate Shared Agendas.

The event is delivered for the TIP global knowledge community with support from TIPC and AIT Austrian Institute of Technology and draws on tools in the TIP资源实验室.
