Better ecosystem understanding is necessary in the Western Balkans – challenged to align with the European Green Deal and Circular Economy, yet pivotal in the EU enlargement discussions. This initiative designs and implements innovation policy for sustainable growth by introducing tools for territorial analysis to support development policies. The first regional effort of this kind, it positions existing circular economy challenge owners in a system viewpoint as part of a co-creation process.

Systems thinking is at the heart of circular economy concept. To truly understand local system needs, EIT Climate-KIC carried out system and policy mapping as part of a co-creation process in the Western Balkans, together with local partners, to have a clear picture of what the current ecosystem looks like and where, how and who is involved in value chains. Based on the results, evidence-based policy co-design for circular economy was structured and will act as stakeholders’ engagement plan to facilitate a sustained process for co-design and implementation of portfolio of actions. These 2 actions will lead to the establishment of a synergies’ platform for regular exchanges with managing authorities and stakeholders. The challenge-led policy co-designing thus create a holistic knowledge service that bridges the science-policy gap and translates scientific research into knowledge-led actions and teaches us that the development of the challenge-led approach is based in the management of learning processes.

Cristian Matti is Policy Analyst at the European Commission – Joint Research Centre and the EU Policy Lab: Foresight, Design and Behavioural Insights. He is also Lecturer on participatory methods and co-creation for policy at the PhD Progamme on Economics of Innovation coordinated by the Research Center for transformation (CENIT, Argentina). He is an expert in sustainability and innovation policy, focusing on enabling interfaces between science, policy and practise. Cristian has more than 20 years of professional experience in more than 18 countries in Europe and South America. He has contributed to research and innovation projects on systemic innovation policy, sustainability transitions and capacity development processes across cultures and sectors. He specialises in designing and implementing experiments and co-creation for policy processes in a multi-stakeholder environment.
安娜丽莎·斯帕拉齐
Annalisa Spalazzi is a PhD candidate in Regional Science and Economic Geography at GSSI. Currently her focus is on inner and marginalized areas, innovation policies, regenerative economy and territorial development in Southern East European regions. She has worked for almost four years as innovation ecosystem developer and programme manager at EIT Climate-KIC Regional Innovation Scheme, where she has worked across 14 countries in Southern and Central Eastern Europe and has launched the EIT community initiative in the Western Balkans. She holds a MA in Tourism Economics and Management from the University of Bologna, where she specialized in sustainable and responsible management of destinations. She has deepened her knowledge in innovation in macro-regional context and cohesion policy working at the Center for Advanced Studies in Tourism and at the European Commission in the European Maritime and Fisheries Fund. Along with that, she is active in rural development and regenerative tourism with local associations and informal citizens groups in the Apennines.

Christoph Brodnik (MSc, MBA, PhD, male), is an independent consultant and researcher based in Melbourne, Australia. Christoph has an environmental science and natural resource management background and has recently worked on mission-oriented research and innovation policy and programs with a focus on portfolios and systems-change. Christoph also works with policy makers and practitioners conducting policy analysis and strategy development for transformation-oriented initiatives.
